USTA tennis tournament once a month?

hey I'm a ZAT player age 13 and I do not understand the tournament once a month thing. as if I play a tournament 15 July, which may not play again til August '15? or whether it is playing on July 15, I play on August 1? i apprectiate help every year. thanks
